Not just anybody can write a book on Physics or Chemistry to satisfy his or her whim, ignoring the axioms and theories established through years of research and experimentation. First of all it must be admitted that we have been able to formulate and work out an Education Policy after decades of polemics. Fundamentally, policy implementation is the process of translating a policy into actions and presumptions into results through various projects and programmes (Okoli and Onah, 2003; Ikelegbe, 2006).
